Transport Canada states that pilots operating RPAS from 250 g up to and including 150 kg must hold the appropriate pilot certificate for their operation. Medium drones are over 25 kg and up to 150 kg.

ONE DRONE. TWO SEPARATE GOVERNMENT APPROVALS.
Operating the DJI FlyCart 100 Agricultural Delivery Drone Canada means dealing with two independent sets of rules that never mix. Transport Canada only looks at the aircraft, the pilot’s qualifications, and airspace safety. Health Canada and the provinces only get involved when pesticides are being applied. Because the FlyCart 100 is built purely for cargo, most of its daily work only needs the aviation side of the rules.
An Advanced Pilot Certificate does not give you permission to spray any chemical. A provincial pesticide applicator licence does not give you permission to fly a drone. Both permissions must be obtained separately. For normal cargo flights with the DJI FlyCart 100 Agricultural Delivery Drone Canada, only Transport Canada approval is required.
TRANSPORT CANADA – CIVIL AVIATION
Responsible for Canadian airspace, all Remotely Piloted Aircraft Systems under CARs Part IX, and pilot competency standards.
- AIRCRAFT REGISTRATION: Required for every RPAS over 250 grams (simple $5 online process).
- PILOT LICENSING: Advanced Operations certificate is the normal requirement for medium-weight cargo work.
- FLIGHT REVIEW: Mandatory in-person practical test with a Transport Canada authorized Flight Reviewer.
- HEAVY OPERATIONS: Drones over 25 kg follow Advanced rules. When the FlyCart 100 approaches its 170 kg maximum takeoff weight it usually requires an SFOC or Level 1 Complex authorization.
HEALTH CANADA (PMRA) + PROVINCIAL MINISTRIES
Responsible for the Pest Control Products Act, product labels, drift limits, and commercial applicator licensing. These rules only apply when chemicals are sprayed — they do not apply to pure cargo flights of the DJI FlyCart 100 Agricultural Delivery Drone Canada.
- SPN2026-02 POLICY: From 30 June 2026, any product already labelled for conventional aerial use may also be applied by RPAS.
- LABEL COMPLIANCE: Water volume cannot go below the labelled minimum and active ingredient rates cannot be exceeded.
- BUFFER & DRIFT RULES: All setbacks from water, sensitive areas and shelterbelts remain fully enforced.
- PROVINCIAL LICENCE: Correct provincial applicator certification (Aerial or Agriculture class) is still required in the province of operation.
